Southern Tier Area Reliability (STAR) West: Located in Tioga and Chemung counties, this project will rebuild approximately 35 miles of existing transmission lines between the Watercure and South Owego Substations to increase capacity and improve reliability. Additional work also includes the relocation of the Lounsberry Substation out of an existing flood plain.
